Ornaments can be made the same with just spray paint and sequins to match but with doing a Dr. Seuss style, that really is too coordinated to work. Instead why not paint the Styrofoam balls hot pink and run an 18” piece of wire through it at an angle. Using any household item like a can of hairspray, curl the ends of the wire that are protruding from the ball. Once again you can coat the wire with ribbon prior to painting. Add purple sequins.
These are the directions to make one strand of 12' garland. To make it larger, simply multiply. To make it smaller for a smaller tree reduce the quantity of the items but don’t forget to reduce the size of the balls. They would really be too large for a small tree but can easily be adapted by using a small ball.

Lay out your newspaper to cover the whole working area. This is for protecting your work surface from spray paint. Lay the garland on the newspaper and spray paint it lime green. Add glitter as you go. Include spray painting and glittering the ribbon areas. If you are using sequins, you would be best to add them after the paint dries.

Run the wire through the center of all of the styrofoam balls. Leaving approximately six-inch allowance on each end, evenly space the balls across the wire. Fold the ends of the wire in half and twist to create secure loops. If you are not using the ribbon you can skip this step. You may prefer the ribbon because it makes the wire have more density to it. Every section of wire, hot glue a piece of ribbon at one end. Wrap the wire all the way across the opening and hot glue wire to the end of that expanse. Trim. Repeat for each wire area.
