Adopting from Russia and other nations in the Soviet Union began after World War II. Originally, the most popular adoptions were from Japan and Europe, since there were many children who were orphans due to the war. Poverty and social upheaval led the governments of both war torn and poverty-stricken countries to open their doors to international adoptions during the 1950s.

As of 2001, China and Russia were the leading adoption countries with China representing 25 percent of all American international adoptions and Russia at 22 percent. History of Russian Adoptions and Russian Adoption Agencies
A recent case has threatened a ban on adoptions for Americans. In April 2010, an American woman sent her seven year-old adopted son on a plane back to Moscow with a note saying she did not want him anymore. This caused a major disturbance in US-Russian adoption relations. This particular incident came on the tail of other adoption horror stories, including several cases of Russian children being murdered.
The International Adoption Agency
Children usually range from ages of eight months to 16 years, living in orphanages. Married couples over the age of 25 are preferred as well as single women over 25. Prospective parents in the process are allowed to travel to Russia two times. After setting up medical exams and clearing immigration, they are allowed to take the child home. It is a lengthy, time-consuming process.
International adoption agencies began serving as intermediaries between the American parents and Russian government. Paperwork such as visas to enter the country and translations were all needed to ensure a smooth adoption process.
